On April 28, 2024, the National Energy Administration held a national conference on the planning, construction, and protection of oil and gas pipelines in Wuhan, Hubei. Ren Jingdong, a member of the Party Group and Deputy Director of the National Energy Administration, attended the conference and delivered a speech. The meeting pointed out that since 2023, the production, supply, storage, and sales system of the oil and gas industry has been further improved, and the situation of ensuring oil and gas supply and stabilizing prices has continued to improve. The high-quality development of the industry has reached a new level. The national oil and gas pipeline transportation and interconnection capabilities, as well as the national gas storage capacity, have rapidly improved, effectively responding to the severe fluctuations in the international energy market and the task of keeping warm and ensuring supply during historic extreme cold weather. The meeting emphasized the need to continuously improve the "national network" and pay more attention to the role of gas storage facilities, especially "large warehouses and stations", in market regulation, risk response, and supply regulation in extreme situations. The conference deployed a three-year plan for pipeline protection (2024-2026), focusing on key tasks such as planning coordination, clearance of occupied areas, management of intersecting projects, and third-party construction control, to comprehensively enhance the intelligence level of pipeline protection. PetroChina, Sinopec, CNOOC, and State Grid Corporation of China reported on the construction of oil and gas infrastructure and pipeline protection work in 2024. The National Development and Reform Commission, Ministry of Natural Resources, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Emergency Management, State owned Assets Supervision and Administration Commission of the State Council, National Forestry and Grassland Administration and other departments have put forward suggestions to strengthen pipeline planning and construction and pipeline protection work.
